Regulations
of the Extramural Tuition Centre for
Lviv State Financial Academy


1. General regulations
1.1. Regulations of the Extramural Tuition Centre – it's the main normative document, which regulates purpose and place of the Centre in the Academy, its structure, main functions and tasks, rights, obligations and liabilities of its employees.
1.2. Given Regulations are compulsory for using in the Extramural Tuition Centre of the Academy.
1.3. The aim of the development of these Regulations is a description of the management process in the Extramural Tuition Centre.
1.4. The matter of the Regulations of the Extramural Tuition Centre agrees with state and industry standards, normative- methodical documents concerning organization of work and management of organization department of institute of higher education.
1.5. Term of Regulations of the Extramural Tuition Centre is to be determined at the time of approval.
1.6. Obligations and liabilities of the Center employees are determined by official instructions and regulations according to the current legislation and approved by Rector of the Academy.

2. Tasks and functional 
obligations of the Extramural Tuition Centre
2.1. Aims and tasks of the Extramural Tuition Centre
2.1.1. The Extramural Tuition Centre is an organization department of the Academy, which consolidates and coordinates teaching, educational and methodological work of departments and other organization departments of the Academy on organization of specialists training by distance learning.
2.1.2. The main goal of the Extramural Tuition Center’s work is providing conditions of high-grade education for students of distance learning form in Academy, training students for needs of budget structures, taxation organizations, Treasury, CRO, private companies and others.
2.1.3. The main tasks of the Extramural Tuition Centre are:
• realization of distance learning work, which provides high-grade training of the bachelors, specialists and masters and agrees with standards of the higher education;
• realization of teaching, educational and developing work;
• providing with accomplishment of state order for specialist’s training with higher education.
• organization of raising the level of lecturers' skill and training of lecturers and workers on using distance learning technologies in educational process;
• providing cultural and intellectual development of students' personality.
2.1.4. The Extramural Tuition Centre functions according to the Statute of the Academy, inner regulations, these Regulations and official instructions and regulations of its workers, subordinates to the Rector and Pro-rector in established order.
2.1.5. The Extramural Tuition Centre attracts to accomplishment of established tasks: departments, subdivisions according to instructions of the supervisor of the Extramural Tuition Centre within his competence. The competence of the supervisor of the Extramural TuitionCentre is determined by these Regulations, orders and instructions of the Rector.
2.1.6. The Extramural Tuition Centre uses lecture rooms for solving the tasks determined by these Regulations. Their using is regulated by appropriate lessons schedule, instructions and orders.
2.1.7. The Extramural Tuition Centre under is the subject to the State licensing, accreditation within the structure of the Academy.
2.1.8. The Extramural Tuition Centre can be reorganized, renamed or liquidated according to the decision of the academic council or the order of the Rector of the Academy.
2.1.9. The Centre's supervisor is responsible for organization and quality of the Extramural Tuition Centre work.
2.1.10. Regarding all activity issues The Extramural Tuition Centre and its supervisor reports to the Rector within the sphere of delegated power to the first vice-rector in their direct subordination.
2.1.11. The Extramural Tuition Center’s supervisor is responsible for quality of education in the Centre to the Rector and the Pro-rector.
2.1.12. Responsibility for realization of individual operations, actions and kinds of work of the Centre according to these Regulations, official instructions and regulations and established distribution of powers in the Centre is relied on workers of the Centre: Supervisor, methodologist, inspectors, and secretary.

2.2. The Extramural Tuition Centre management.
2.2.1. General institutional structures management and structures management of educational activity of the centre are given in the block diagram in Appendices A to the Statute.
2.2.2. Centre management is realized through the management of basis and subsidiary process of educational activity, by means of consecutive implementation of basic and scientific functions management.
2.2.3. The basic functions of centre management are: planning and organizing the cenre’s educational activity, motivation the participant of educational activity and the control of their activity, reporting for the consequences of activity.
2.2.4. Scientific functions of centre management are; the determination of general trends of centre activity, the quality of educational activity management on the whole; centre staff management, information resources centre management, logistical support of the educational process centre management; centre infrastructure management, student’s means of knowledge, skills and habits control management, marketing of labour market and educational services management, social security and centre of labour environment management. 
2.2.5. Realization of basis and subsidiary functions management of educational activity are realizing by means of doing concrete kinds of jobs by the cenre’s worker within the borders attached to them by official duty.
2.2.6. The educational activity the centre includes educational, scientific, educational-methodical, educative information and administrative job.
2.2.7. Manager heads the centre, who performs the leadership of the centre activity. Manager of the centre executes his authorities on the constant basis and can delegate the part of his authorities to methodologist.
2.2.8. The cenre’s manager is appointed by the rector of academy.
2.2.9. The bilateral contract with the following issuing an order over the academy are concluded among chancellor and supervisor elected by the academic council of the academy. Under the infringement of terms of a treaty by the order of rector the centre supervisor can be discharged from a post occurring before the term is over.
2.2.10. Qualifying requirements to the centre supervisor must be up to the requirements that are laid down to the academy staff.
2.2.11. The centre’s supervisor is the member of academic and methodical councils of the academy by a post.
2.2.12. The supervisor gives out the instructions and orders, compulsory for all employees and students of the centre within his competence.
2.2.13. The supervisor manages of all centre’s activity, organizes all kinds of jobs in the centre, bears personal responsibility for the state and results of its work, introduces the centre in all subdivisions of academy, annual reports about the centre’s work during meeting of academic council of the academy.
2.2.14. The centre’s supervisor is subordinated under the rector of academy and bears personal responsibility before him for the work state activity.
2.3. The indices of efficiency of the process centre management.
The effectiveness of the process centre management is estimated at such indices:
• keeping the requirements as to the security for educational activity;
• positive responses availabilities as to the centre activity for the inspection’s results and lack of non-conformities;
• positive social-psychological climate of the centre;
• the standard of labour discipline;
• opportuneness and completeness execution of the departaments’ work programme with the individual trends of educational activity and the kinds of jobs, that concerns the work with the students;
• execution of programmes of the admission of students and graduation the specialists by training direction.
2.4. Documentation as to the using in performing process management by the centre.
In compulsory orders of the Extramural Tuition Centre should have the documentation, fixed by typical nomenclature of affairs in academy.
• educational-qualification characteristics in professions of the centre;
• educational-professional programmes in professions of the centre;
• schedules of educational process for the fluid academic year;
• curriculums as to the trends training; 
• curriculums in the discipline that are taught in the centre;
• orders, resolutions of Ministry of Education and Science of Ukraine;
• chancellor’s orders and decrees, resolutions of academic and methodical councils of academy;
• centre’s work programme for the academic year;
• reports about the centre’s work for the academic year;
• lists of the centre’s students by the course and the trends training;
• personal dossiers of the centre’s students;
• job description of the centre’s staff;
• credit and examination registers/sheets;
• confirming the themes of dihloma paper;
• centre correspondence with the organizations on points of educational, methodical and scientific work;
• inner academic centre correspondence on points of educational and scientific-methodical work;
• register/diary of recording incoming and outcoming documentation/
3. Rights of the Extramural Tuition Centre.
The Extramural Tuition Centre has the right:

• to control conformity of curriculum and programs to higher educational standards;
• to control the developments and implementation of the departments curriculum and their participation in educational activity of the centre;
• to control implementation of the studies schedule in the centre by the scientific and pedagogical staff;
• to carry out students removal;
• to carry out the control over a condition and using of premises which belong to centre;
• on the issues, that are in the centre’s competence, to submit for the rector’s consideration the offer improvement of the departments and centre work;
• to propose the ways of removing faults which have place in the departments and centre activity;
• to participate in discussion and solution the issues of the Academy activity and also the activity of the departments and other structural subdivisions;
• to participate in discussion the issues functional responsibilities of the supervisor;
• to attend all kinds of studies, exams and credit tests;
• to issue an order on results of examinations and credit tests;
• to receive rector’s order under present law;
• to sign and vise the documents within own competence.
